BLACKALL-TAMBO SOCIAL HOUSING ADVISORY GROUP  

1.       TITLE:
The name of the Group shall be The Blackall-Tambo Social Housing Advisory Group
 
2.       PURPOSE:
To provide a consultative forum that can effectively address the social housing management issues arising within the district of the Blackall-Tambo Regional Council.
 
3.       MEMBERSHIP:
·         Management representatives will be appointed by the Blackall-Tambo Regional Council;
·         Presiding Member will be appointed by Council annually;
·         A financial tenant from the Social Housing framework from the township of Blackall and Tambo
·         This Group must not be appointed as a standing group;
·         This Advisory Group may include in its members persons who are not Councillors
·         Members will be invited by advertising for expressions of interest for persons with a common interest in advancing Social Housing;
·         A member of the Advisory Group (whether or not they are a Councillor) may vote on business before the group;
 
4.       CHAIRPERSON OF GROUP:
·      The Committee may appoint one of its members as Chairperson
·      The Chairperson will Chair the meeting
·      The Chairperson will liaise with the management representative and organise the following:
-          Scheduling meetings and notifying group members;
-          Inviting specialists to attend meetings when required by the group;
-          Guiding the meeting according to the agenda and time available;
-          Ensuring all discussion items end with a decision, action or definite outcome;
-          Review and approve the draft minutes before distribution;
-          Ensure minutes are forwarded to Council for inclusion in the Council Agenda with all recommendations documented.
 
5.       MINUTE TAKER:
·         The role of the minute taker is to:
-          Prepare agendas and issuing notices for meetings, and ensuring all necessary documents requiring discussion or comment are attached to the agenda
-          Distributing the Agenda one week prior to the meeting
-          Taking notes of proceedings and preparing minutes of meeting
-          Distributing the minutes to all group members one week after the meeting’
-          The minutes shall be checked by the Chairperson and accepted by group members as a true and accurate record at the commencement of the next meeting
 
6.       FREQUENCY OF MEETINGS:
·      Meetings of the Group will be held twice per year as a minimum at the time and place decided by the Group
 
7.       QUORUM:
·         A quorum will consist of six (6) members
 
8.       VOTING RIGHTS
·           All members have equal voting rights
·           Invited quests and management representatives appointed by Council will have no voting rights
 
9.       PROCEDURE AT MEETINGS:
·         Business may be conducted at a meeting of a group only if a quorum is present. 
At a meeting of a group -             
(a)           voting must be open; and
(b)          a question is decided by a majority of the voters of the members present; and
(c)           each member present has a vote on each question to be decided and, if the votes are equal, the member presiding also has a casting vote; and
(d)          if a member present fails to vote, the member is taken to have voted in the negative
 
10.   INVITED GUESTS:
Internal or external persons may be invited to attend the meets at the request of the Chairperson on behalf of the group to provide advice and assistance where necessary. They have no voting rights and may be requested to leave the meeting at any time by the Chairperson.
 
11.   GROUP MEMBERS WILL CEASE TO BE A MEMBER OF THE GROUP IF THEY:
·         Resign from the Group
 
12.   VACANT POSITIONS:
·         Any vacant positions will be filled by advertising for expressions of interest for persons with a common interest in social housing;
 
13.   FUNCTIONS:
The functions of the Social Housing Advisory Group are;
·      To provide advice to Council on best practice management of social housing;
·      To identify the needs of the community with regard to social housing;
·      To assist on a panel who will assess the applications of suitable tenants;
·      To assist Council to lobby the State and Federal Government with a view to obtaining funding for Social Housing Infrastructure;
·      To liaise with the Council Housing Liaison Officer regarding maintenance and upgrades to social housing
·      To assist with inspections of Social Housing premises
·      To attend regional meetings regarding Social Housing issues
