Working With Council (Procurement)

Local businesses play an important role in strengthening our regional economy, creating local employment and delivering services within our communities. Council recognises this contribution and, in accordance with the Local Government Act 2009, the Local Government Regulation 2012 and Council's Procurement Policy, seeks to provide local suppliers with opportunities to compete for Council work while ensuring value for money, accountability and fairness throughout the procurement process.

Whether you're a local tradesperson, contractor, consultant, supplier or service provider, this page provides information on how to work with Council, register your business, access procurement opportunities and understand Council's procurement process.

Your Business & Services

Council regularly engages local businesses to provide a wide range of goods and services, including:

  • Building and trade services

  • Plant and equipment hire

  • Catering and event services

  • Professional and consulting services

  • Maintenance and repairs

  • Cleaning and facility services

  • Landscaping and grounds maintenance

  • Office, workshop and operational supplies

  • Transport and freight services

Becoming a Supplier

Council uses a range of procurement methods depending on the value, timeframe, complexity and nature of the goods, services or works required.

For many procurement opportunities, Council uses VendorPanel, an online platform for managing requests for quotations and tenders.

1. Register Your Business

The first step is to register your business on VendorPanel Marketplace. Registration is free and allows Council to identify your business when relevant procurement opportunities arise.

When registering, make sure you:

  • Create a business profile.

  • Select the goods and services your business provides.

  • Choose the categories that best match your business.

  • Keep your business information and categories up to date.

Your selected categories help ensure your business can be identified for relevant opportunities.

2. Look for Procurement Opportunities

Council advertises current tenders and other procurement opportunities through VendorPanel.

Businesses registered on VendorPanel Marketplace may also receive invitations to quote when their selected categories align with Council's requirements.

Registration does not guarantee work with Council. It ensures your business can be considered when relevant opportunities become available.

3. Become a Prequalified Supplier

Council also maintains a number of prequalified supplier lists for commonly procured goods, services and works.

These lists are established through a public tender process and reviewed in accordance with Council's procurement requirements.

When Council is establishing or renewing a prequalified supplier list, eligible businesses can submit a response to the relevant tender opportunity. Registering on VendorPanel Marketplace helps ensure your business can be notified when these opportunities become available.

4. Other Ways Council Engages Suppliers

Council may also use LocalBuy supplier arrangements where appropriate.

LocalBuy supplier arrangements provide access to suppliers who have already completed a competitive procurement process and may be used by Council where the arrangement meets its procurement requirements.

Council's procurement processes are guided by the principles of:
